So here are the Work in Progress of my character for Peter's Class. That cylindrical stump she has for a 'head' is just for the scarf. I basically modeled a basic shape, popped on some MeshSmooth, Cloth Simmed it and let it drop where it fell. Then I collapsed the stack to get the scarf. It would prolly be a skinning doozy, but I don't plan for very much animaton.
The leg pouches were a little strange, I think I would do them a lot differently the next time I have to model something like that.
The tails of the scarf are gonna be cloth and will be flapping and/or swaying in the wind.
There isn't a belt in the concept but I put one on the model because I was trying to figure out how to get the back and front tassels of her shirt/tabard/thing to sway with cloth while keeping the upper body stiff. I finally just plopped on a belt to separate the two into multiple pieces to allow for a stiff shirt and clothed tabard things.
